York, PA – When the “call” came into the West Manheim Township Police Department early Thursday morning, students in the Police Mentoring Program were ready.
The high school students, who are part of the program coordinated by the West Manheim Township, Penn Township and Southwestern Regional police departments, formed three investigative “units” outside the West Manheim Township Municipal Building to get to work.
The lead came from a 911 caller who saw a white SUV parked near the crime scene and the driver of the car digging a hole nearby. Earlier in the month, there was a report of gunshots being fired in the area.
West Manheim Township Police Chief Tim Hippensteel set up a mock crime scene outside the police building so students in the Police Mentoring Program could simulate working in the field.
The students in the three investigative “units” that were formed dispersed, with one group focusing on the SUV tire treads in the sand, another using a metal detector to locate bullet casings in the brush and the third group evaluating the hole nearby that had allegedly been dug by the driver.
Wrapping up its first year, the Police Mentoring Program came out of repeated requests for students to learn more about law enforcement careers and get a chance to shadow an officer.
“The requests for those just kept building and building and building, and obviously we can only do one or two [shadowings] a year, so the career counselor at South Western decided to ask us if we could put something together to include a lot of kids,” Hippensteel said.
Penn Township Police Officer John Carbaugh, who coordinated the program, said he can’t believe the response the program has received.
“We started with an absolute blank slate and we didn’t know what to expect,” he said. “And we ended up bringing 22 kids in that were very enthusiastic from day one. in fact these kids wanted more and more and more.”
Police Mentoring Program
This school year has seen the first run of the Police Mentoring Program for high school juniors and seniors out of Hanover, South Western, New Oxford and Spring Grove school districts. Typically the students spend two days a month with various officers, listening to guest speakers or discussing such topics as vehicle stops. Earlier in the school year, participants were also invited to present mock crime scene findings in a courtroom-like setting assembled in the West Manheim Township Municipal Building.
The Police Mentoring Program was designed earlier in the school year due to an overwhelming number of students requesting to shadow officers at the West Manheim Township Police Department as part of their morning shadowing program, which typically allows one student to come to the office for about two hours every morning during the semester.
