I need the capacitors and flash tubes for a project I am doing. I have heard that you can get them for free from certain places, like Wal-Mart and CVS, and I was just wondering if this was true.

i want to build a car frame. is it safe to use the above mentioned steel? it isn't any special kind of steel.
You can use whatever material you like as long as you know the loads to be applied and design the members accordingly. the only difference will be in the final weight and cost of the finished product
Sure you can but be careful with design!
Chrome molybdenum is a better choice. Google "chrome molybdenum".
You will want to ensure your welding skills are adequate.
An ideal space frame design will be stress- relieved after welding. can get expensive!

Any steel tube will have strength limitations. Don't exceed them.
Most frame-makers would choose 4130 steel for maximum toughness and strength.
(The stronger the steel, the less weight you've got to use.)
Yes, it's been done many times. just protect against rust and make sure your welds are good. look up "birdcage Maserati" for an extreme example using circular tubes. the Maserati Mistral used rectangular tubing.
Depends on the shape you give to it but steel is an okay material I think
