When putting an F connector on coaxial cable do you cut the wire braiding?

I am trying to put a coax F connector on coaxial cable. I am using the following instructions:

I have it all cut as instructed. My question is:
Do you cut off the wire braiding flush with the outer plastic layer or do you bend it backward around the outer layer? and does the foil stay wrapped around the 2nd inner white plastic or is the foil cut off flush?
