the primary use of a resistor is 1. reduce voltage and/or 2. limit current. IC chips are used for many regulated power supplies so they don't usually need external resistor, unless it is voltage adjustable. then they use usually 2 resistors to provide a sample voltage to the IC. changing these resistors will change the regulated output voltage.
